The National Armed Forces can demolish structures with the blasting method for training purposes

In order to dismantle the objects, in accordance with the regulatory enactments regulating the field of construction *, the customer is obliged to develop documentation of the construction plan. The design is developed by a certified construction specialist.

The construction plan documentation includes a project of work organization in which the dismantling technology and sequence of works are indicated. Experts in the relevant field are invited to select and develop the dismantling method. If blasting is assessed or chosen as the dismantling method, the developer of the construction plan documentation may invite NAF specialists or select other appropriate experts.

The documentation of the construction plan, including the dismantling method, shall be approved by the relevant construction board. The customer enters into an agreement with the contractor for the dismantling of the facility. On the other hand, if blasting is approved as a dismantling method, the construction contractor may involve the NAF in accordance with the Cabinet of Ministers Regulations No. 579 "Procedures for Involvement of the National Armed Forces in the Destruction of Explosive Ordnance and Blasting Work on Land in Peace".

* Procedures for the Construction Process of Buildings, the documents necessary for the construction process and the content thereof shall be determined by Cabinet Regulation No. 529 of 2 September 2014, Construction Regulations (ĒBN). Demolition of the second or third group building requires an explanatory memorandum to the construction plan (SUB-paragraph 7.25 OF ĒBN). When proposing demolition of the second or third group buildings, part I of the Explanatory Memorandum shall be submitted to the institution performing the functions of the building authority, which shall be accompanied by the following documents and information: an interpretative description of the planned design of the construction, the envisaged demolition method and the deadlines thereof for the engineering networks to be demolished, the management of the waste generated by the building, their volume and the place of recycling or disposal, environmental measures, the arrangement of the site after demolition work; A situation plan on an appropriate visual scale (M 1:25 0; M 1:50 0; M 1:10 00) showing the building to be demolished with the interruptible engineering nets; The opinion (document) of the relevant engineer network owner regarding the keys of external engineering networks; Photofixations for buildings older than 40 years; Project for organising works (point 23 of THE COUNCIL).

The procedures for the construction process of port hydrotechnical, thermal energy, electricity generation, transmission and distribution, gas and other, non-classified, civil engineering structures, the documents necessary for the construction process and the content thereof shall be determined by Cabinet Regulation No. 253 of 9 May 2017, Construction Regulations of Individual Engineering Institutions (AIBN). The demolition of the second and third group engineering requires an explanatory memorandum to the construction plan (point 6.26 AIBN). In proposing the demolition of the second and third group civil engineering, part I of the explanatory memorandum shall be submitted to the institution performing the functions of the building authority, which shall be accompanied by the following documents: the civil survey documents of the parcel in the cases specified in the general construction regulations; an explanatory description specifying general information on the technical characteristics of the engineering structure, the type of use according to the classification of the structures, the arrangement of the site after completion of demolition work, as well as the planned demolition method and deadlines; a master plan in an appropriate visual format (M 1:25 0; M 1:50 0; M 1:10 00) on a topographical plan, structure situation plan or arrangement scheme for engineering nets; the combined design of the merged engineering networks in an appropriate visual presentation (M 1:25 0; M 1:50 0; M 1:10 00) on a topographical plan, structure situation plan or layout scheme (AIBN 33.3).

Regulations of the Cabinet of Ministers of 13 October 2015, Procedures by which the National Armed Forces are involved in the destruction of explosive objects or in the performance of blasting works on land during the period of peace, prescribe the procedures by which State institutions and local governments may inform the National Armed Forces regarding buildings which are intended to be (possibly) demolished by the method of bombing. Similarly, these Regulations provide that when performing demolition of structures with a method of blasting, an applicant shall organise State or local government police support in ensuring safety requirements in order to prevent unauthorised persons from entering the specified security zone, as well as, if necessary, the presence and support of the State Fire and Rescue Service and the Emergency Medical Service.

  • Object “School” Irbene, Ance parish, Ventspils region.

These objects are located in the territory of the former Soviet army town and are in a state of emergency.
