The Green Corridor initiative

The Green Corridor initiative provides companies that are important to Latvia's economy with the opportunity to receive public services from the state and local governments on a priority basis and within shorter timeframes. The initiative aims to promote export growth, attract investment, and foster the growth of the security industry by reducing the administrative burden and speeding up administrative coordination processes. The initiative is coordinated by the Investment and Development Agency of Latvia (LIAA).

The initiative was developed by the Ministry of Economics based on Cabinet Regulation No. 277 of May 6, 2025, "Procedures for Ensuring the Provision of Priority Public Services to Commercial Entities" (hereinafter referred to as Cabinet Regulation No. 277). Companies that meet the conditions specified in Cabinet Regulation No. 277 are entitled to receive public services from the state and local governments at least twice as quickly.

Military production projects are one of the target groups of the Green Corridor, for which a separate application procedure has been established, taking into account their strategic importance and connection with national security interests.

How to apply for the Green Corridor for military production projects?

  • Businesses with a special permit (license)

If a business already has a special permit (license) for commercial activities involving goods listed in the European Union's Common Military List and the business is planning or already implementing a military production project, the business may immediately submit an application to the LIAA, attaching the form "Description of the compliance of the military production project with essential security interests related to the production of weapons, ammunition, and military equipment."   • Businesses without a special permit (license)

If a business does not have a special permit (license) for commercial activities involving goods listed in the European Union Common Military List and the business is planning or already implementing a military production project, the application for the Green Corridor initiative takes place in two stages.

1) First, the trader must submit an application to the Ministry of Defense, requesting an opinion on the project's compliance with essential security interests. The application must be accompanied by the form "Description of the compliance of the military production project with essential security interests related to the production of weapons, ammunition and military equipment". The form is available in the "Related documents" section.

Please note that the Ministry of Defense's assessment may take up to three months, depending on the specifics of the business, the complexity of the project, and the amount of information submitted.

2) After conducting the assessment, the Ministry of Defense will inform both the merchant and the Latvian Investment and Development Agency (LIAA) of its opinion. If a positive opinion is received, the business entity may submit an application to the LIAA to obtain access to the Green Corridor as a military production project.

Important information!

Commercial activities involving goods listed in the European Union Common Military List require a special permit (license) issued by the Ministry of Defense. Completing the form in the description and receiving a positive opinion is not considered part of the licensing process and does not replace the necessary official permits or certificates.
