Latvia and Ukraine to sign defence cooperation agreement

Today, 9 June, the Cabinet of Ministers approved the Ministry of Defence’s informational report, “On the agreement with Ukraine on cooperation in the field of defence”, which envisages comprehensive cooperation over the next ten years, with the possibility of extension.

The Latvia–Ukraine defence cooperation agreement is scheduled to be signed today, 9 June, in Tallinn during Prime Minister Andris Kulbergs’ visit to the Nordic-Baltic Eight (NB8) Summit.

“The agreement will enable the accelerated integration of Ukraine’s experience into Latvia’s defence system and will contribute to the development of the capabilities of the Latvian National Armed Forces by providing the resources necessary for the effective protection of our national airspace and border,” emphasised Minister of Defence Raivis Melnis.

The agreement reflects a commitment to further strengthen bilateral cooperation between Latvia and Ukraine. It stipulates that Latvia’s support will be provided through Latvian industry, international and bilateral cooperation frameworks, as well as through support to Ukraine’s defence industry. Ukraine has committed to supporting the export of military products that will enhance the capabilities of the Latvian National Armed Forces. In cases where support is provided to Ukraine’s industry, the parties will explore opportunities for joint production, localisation, and technology transfer. Ukraine has also committed to supporting the transfer of expertise, particularly in the areas of unmanned systems and air defence, drawing on its unique military and civilian experience.

The agreement provides that any budgetary commitments undertaken by Latvia will be made only with the explicit approval of the Latvian Government and, where required, the Saeima. At the same time, Latvia intends to allocate approximately EUR 110 million during the first two years of the agreement to fulfil its objectives. The Ministry of Defence will implement the agreement within the limits of the state budget resources available to it and in accordance with the provisions of the Law on State Defence Financing.

The key elements of military support under the agreement include Latvia’s continued cooperation with Ukraine in the research and development of new military technologies and the provision of support to Ukraine over the next ten years, with the specific types and volumes of support to be decided separately each year. The agreement also envisages cooperation in intelligence sharing, the facilitation of export licences for procurements required by the National Armed Forces, and post-war cooperation, including the exchange of experience and participation in Ukraine’s reconstruction efforts. Particular emphasis will be placed on rebuilding defence-related infrastructure, such as communication networks, logistics infrastructure, and military-industrial facilities.
