Development of military infrastructure

Infrastructure development priorities and objectives are set for the long term and the medium term. The Infrastructure Policy Department of the Ministry of Defence compiles the requirements of the National Armed Forces (NAF) and plans the development of new construction projects and existing properties, as well as organising the preparation of planning documents. The State Defence Military Facilities and Procurement Centre (VAMOIC) is responsible for the construction and management of defence sector infrastructure and for implementing environmental protection measures.

The Ministry of Defence’s Infrastructure Policy Department, in cooperation with VAMOIC, is systematically implementing the construction of infrastructure that is significant for national security and of strategic importance.

The Ministry of Defence’s priorities in the field of construction are as follows:

Construction of the infrastructure necessary for the development of defence capability projects;
Construction of the Sēlija Military Training Area;
Construction of the infrastructure necessary to support the National Defence Service (NDS);
Improvement of warehouse infrastructure;
Development of National Guard bases;
Development of training infrastructure;
Implementation of and support for NATO Security Investment Programme (NSIP) projects;
Support for allied forces’ initiatives.

Major projects implemented in 2025

In 2025, just under 110 million euros was invested in the development of military infrastructure, enabling the continued construction of the infrastructure required by the National Armed Forces.

In 2025, work continued on the development of infrastructure at military bases and military training grounds - a shooting range complex was built at the "Ceri" military base and a 600-metre shooting range at the "Lāčusils" military training area; the reconstruction of barracks and the construction of warehouse infrastructure were carried out at the “Krusta kazarmas” military base; the construction of a fire station and the refurbishment of a boiler house at the “Ādaži” military base were completed; a building was refurbished to cater for the dietary needs of NDS soldiers at the “Lūznava” military base, etc. To ensure the planned deployment of NDS soldiers at military bases, work is continuing on the design and construction of several further infrastructure projects.

Similarly, by the end of 2025, the first phase of the Sēlija Military Training Area project had been completed, as part of which real estate totalling more than 15,000 ha was taken over and expropriated by the Ministry of Defence, which represents approximately two-thirds of the range’s total area. Construction work on the first phase of infrastructure facilities has also been completed – an unexploded ordnance zone has been established, and a range control tower, three firing ranges, an ammunition storage area and the first section of the temporary accommodation area have been built.

In the autumn of 2025, the Cabinet of Ministers endorsed the partial development of the second phase of the warehouse complex in Nīkrāce parish and the Sēlija Military Training Area under a public–private partnership. The Ministry of Defence has concluded an agreement with the State Joint Stock Company “State Real Estate” to ensure the implementation of this project.

Infrastructure development in 2026

It is planned to allocate more than 130 million euros from the state budget in 2026 for the development of military infrastructure, including to meet existing contractual obligations.

In 2026, construction work began on the second phase of infrastructure facilities at the Sēlija Military Training Area. It is also planned to complete the construction of new barracks at the “Ādaži” military base. To meet the needs of NDS personnel, work is underway on the refurbishment of two buildings at the “Mežaine” military base, and other large-scale construction works have also begun to provide comprehensive infrastructure for the National Armed Forces, NDS and allied personnel.

Foreign funding

In 2026, it is planned to complete several NATO Security Investment Programme (NSIP) projects at the “Ādaži” and "Lielvārde" military bases, as well as at the "Meža Mackeviči" military training area, which will facilitate the hosting and training of allied forces. It is also planned to commence construction of new NSIP projects at several military bases in 2026. The aim of the funding is to ensure and strengthen Latvia’s capabilities as a host nation.

In April 2024, NATO adopted a decision to allocate more than 150 million euros in funding for the development of a military port at the “Karosta” military base, which will involve deepening the port’s water area to the required depths, construct a RO-RO vessel berth and a hard-surfaced area for the storage of equipment and containers.

In 2026, in accordance with international agreements, the Canadian Armed Forces will continue to develop infrastructure at the “Ādaži”, “Lielvārde” and “Ceri” military bases, thereby improving accommodation, working and training conditions for service personnel. The US Armed Forces will also commence infrastructure development at several military bases in Latvia in 2026.

In January 2026, the Ministry of Defence signed a memorandum of understanding with the Canadian Commercial Corporation to strengthen cooperation between Latvia and Canada in the field of procurement. The memorandum of understanding provides for cooperation in the fields of military equipment, infrastructure and services, laying the foundations for the development of joint projects in the future.

The Ministry of Defence is continuing its existing cooperation with the Luxembourg Ministry of Defence. Based on the memorandum of understanding concluded with the Luxembourg Ministry of Defence in March 2024, as well as a mutual agreement on the use of funding, funding amounting to 7 million euros has been allocated for infrastructure development at the “Ādaži” military base and the "Ezermala" military base (for the construction/renovation of barracks).

Cooperation with local authorities

Cooperation continues with local authorities in whose territories military facilities are located, with the Ministry of Defence allocating funds from its budget to these local authorities to support infrastructure projects, such as the design and construction of local roads.
