Development of military infrastructure
Ministry of Defence formulates long and medium term infrastructure development priorities and objectives. Ministry’s Infrastructure Policy Department identifies National Armed Force (NAF) needs and plans construction of new facilities as well as development of existing properties. It also coordinates work on relevant planning documents. State Centre for Defence Infrastructure and Military Procurements (VAMOIC) is the agency directly responsible for construction, maintenance and environmental management of defence infrastructure.
Ministry's Infrastructure Policy Department and VAMOIC are jointly responsible for efficient development of infrastructure strategically significant and critical for national security. The two largest military bases in Ādaži and Lielvārde were the main focus of infrastructure development activities in recent years, alongside continued development of National Guard bases, Selonia Military Training Area, National Defence Service (NDS) and infrastructure supporting national defence capabilities.
Ministry of Defence properties
Ministry of Defence currently owns or manages 305 properties, 1,383 buildings and 371 land parcels with total area of 37,170ha. Most buildings were completed and became operational in early 1960s to 1970s, and Ministry of Defence is gradually renovating them while also constructing new facilities. Dilapidated and otherwise unusable or technically unsuitable buildings are demolished to improve the environment, increase the number of available training facilities and free the space for construction of new facilities.
Largest construction projects launched and completed in recent years
Public investments in development of military infrastructure reached 66.3 million euro in 2024. Budget was spent by National Armed Forces on continued development of necessary infrastructure. According to plans, national military infrastructure development funding will reach 100 million euro in 2025.
Largest projects in 2024 and infrastructure development in 2025:
- Construction of Camp Alūksne Regional personal equipment warehouse and fleet maintenance depot
- Construction of military tent field at Camp “Meža Strautiņi”
- Phase 1 construction of Camp “Indras”
- Construction of bridge across Līksna River
Phase 1 construction of the National Guard battalion Jēkabpils base was completed in 2024, whereas the Phase 1 construction of the National Guard battalion Dobele base began in late 2024. Camp Alūksne warehouse construction was also completed in 2024. Canteen and barracks of Camp Lūznava were reconstructed in 2025 to make them suitable for NDS and Camp Ceri got new firing range.
Construction of Camp Ādaži NDS barracks commenced in 2025, alongside the continued development of other NDS facilities around remaining military bases.
Development of regional training areas also continued in 2024.
“Meža Mackeviči” training area received new bridge across the Līksna River in 2024. Now the training area is fully accessible. In 2025, it also got new shooting and grenade training field. Another on-going construction project is the additional shooting range located there in scope of a project supported by  NATO Security Investment Programme (NSIP).
Construction of Lāčusils Regional Training Area 600-metre firing range also began in 2024. Reconstruction of the NDS barracks, and construction of tent field at the Mežaine Training Area, was launched in 2025, while Phase 1 construction of Selonia Training Area was commenced in 2024. 
Foreign funding
In 2024, NSIP funding was used to finance the construction of passenger terminal at the Lielvārde military base. And to complete the construction of Camp Ādaži training area command building and watchtower in 2025.
Several other NSIP funded projects will be completed by 2026 to make sure allied troops can be conveniently accommodated and trained. Funding will be invested in delivery and strengthening of Latvia’s host nation support capabilities.
In April of 2024, NATO approved the allocation of more than 150 million euro for development of military port at the Karosta Naval Base. Project includes dredging of the port to required depth, construction of RO-RO berth and hard pavement surface for vehicles and containers.
According to intergovernmental treaties, Canada supported construction of Canadian Armed Force infrastructure at Camp Ādaži and Camp Ceri in 2024 and 2025. Project resulted in better accommodation, work and training environment for the troops.
Ministry of Defence also continues on-going cooperation with Luxembourg Ministry of Defence. Memorandum of Understanding between defence ministries of Latvia and Luxembourg, signed in February of 2020, provided funding for remediation of military sites in Latvia. 2020 Memorandum was amended in October of 2021 to allocate additional funding for the remediation project. Remediation of sites in Ulbroka, Ogre and Riga (Daugavgrīva) have been completed (costs: 429,640 euro). Contract for remediation of NAF Aviation Base has also been concluded for the amount of 3 million euro.
In addition, according to Memorandum of Understanding between defence ministries of Latvia and Luxembourg, and mutual funding agreement, the 7 million euro allocation will be spent on construction of necessary infrastructure at Camp Ādaži and National Defence Academy of Latvia (construction/reconstruction of barracks).
Cooperation with local and regional governments
Ministry of Defence is also continuously engaged in cooperation with local governments where key military infrastructure is located. Local governments receive ministry’s funding for development of infrastructure, for example, municipal road reconstruction designing and delivery.
Public investments into military infrastructure and main construction projects in 2026
In 2026 the total amount of national funding available for military construction projects will reach around 137,4 million euro. Of these millions, more than half will be spent on costs under signed contracts for the construction projects that are already in implementation.

- Upgrade of warehouse infrastructure
- Development of existing National Guard bases and development of new standardised bases
- Development of regional training infrastructure, including shooting/firing ranges of regional training areas
- Delivery and support of NATO Security Investment Programme (NSIP) projects
- Support for allied initiatives
Defence sector will continue to develop NAF infrastructure in 2025. The main focus will be on capability development projects, development of regional military bases, national defence service, logistics, training and practice facilities as these elements are vital for ensuring that Latvian regions have robust national defence capabilities and assets, new jobs and economic growth.
