Information about the national requirements for conducting international flights of national importance in the airspace of the Republic of Latvia

For non – EU EEZ/NATO/ Swiss Confederation State flights the diplomatic clearance for the overflight of the Republic of Latvia and landing in Latvia is required. Requests, using the EU DIC form, shall be sent the State Protocol protocol@mfa.gov.lv not later than 5 working days prior to the intended flight (7 working days prior – for military flight with ICAO/IATA non-compliant dangerous goods).

For EU EEZ/NATO/Swiss Confederation State flights (military, including by civil registered assets when used exclusively for military services (civil contractor), police customs/border guard) and flights of the State significance (HEAD/State officials/VIP, Diplomatic Post, HUM, HOSP, SAR, MEDEVAC, FFR), including ICAO/IATA compliant dangerous goods, the diplomatic clearance for the Republic of Latvia is not required, and as a result, generic annual diplomatic clearances are obsolete. An ICAO flight plan shall be submitted with a remark regarding the diplomatic clearance for Latvia “NOT REQUIRED” and relevant special treatment indicator (STS/HEAD, STS/ SAR, …) when applicable.

EU EEZ/NATO/Swiss Confederation HEAD/State officials/VIP flights intended to overfly the Republic of Latvia or land in Latvia, shall inform the State Protocol protocol@mfa.gov.lv (Cc: pasts@mfa.gov.lv the Ministry’s official email address) not later than 3 working days prior the intended flight.

EU EEZ/NATO/Swiss Confederation Military flights, including by civil registered assets when used exclusively for military services (civil contractor), intended to land in Latvia, shall inform the Latvian National Armed Forces Logistics Command Movement Coordination Centre (MCC) LVANMCC@mil.lv not later than 2 working days prior to the intended flight using the CBMP AIR TA Annex A part 2_Air _Movement_Info and 3_DG_List (if applicable). The MCC provides administrative assistance for military flights landings at Latvian airports.

For landings at military airfield LIELVARDE MIL (EVGA), a prior permission request (PPR) shall be submitted to the EVGA AIRFIELD OPERATIONS airfield.operations@mil.lv not later than 5 working days prior to the intended flight. A PPR form is provided upon request on initial contact. The PPR number shall be included in the ICAO flight plan.

For EU EEZ/NATO/Swiss Confederation flights carrying ICAO/IATA non-compliant dangerous goods, the diplomatic clearance for the overflight of the Republic of Latvia and landing in Latvia is required. Requests, using the EU DIC form, shall be sent:
Civil carrier: to the State Protocol protocol@mfa.gov.lv not later than 3 working days prior to the intended flight;
Military carrier (including by civil registered assets when used exclusively for military services (civil contractor): to the Latvian National Armed Forces Logistics Command Movement Coordination Centre LVANMCC@mil.lv not later than 3 working days prior to the intended flight.
A Single permit number will be issued for these flights by the State Protocol for the Civil carrier and by the Latvian National Armed Forces Logistics Command Movement Coordination Centre for the Military carrier. Reference of the Single permit number has to be inserted in the ICAO flight plan.
