 informācijas pieprasījumu, lai identificētu iespējamos jaunus vai lietotus militāro inženieru kaujas 
tehnikas transportlīdzekļus un to piegādātājus Nacionālajiem bruņotajiem spēkiem (NBS) atbilstoši 
tehnikas funkcionālajām prasībām (skatīt informāciju angļu valodā).
 
Nacionālie bruņotie spēki ir ieinteresēti iegādāties lietotu vai jaunu militāro inženieru kaujas tehniku uz 
vienotas platformas un no viena piegādātāja.

REQUEST FOR INFORMATION

Ministry of Defence of Republic of Latvia

Description

The Ministry of Defence of the Republic of Latvia (MoD) is issuing this Request for Information (RFI) in order to seek information from industry to identify potential sources and products for providing new or used heavy military vehicles for National Armed Forces (NAF).

NAF is interested in purchasing the below-mentioned military equipment on a single platform of equipment from one supplier.

 

Functional requirements of Objectives

Armoured engineer vehicle (AEV)

  1. Application of equipment

 

Armoured engineer vehicle (AEV) is an armoured, fully tracked vehicle intended to directly conduct obstacle breaching operations and to conduct other earth-moving and engineering work on the battlefield.

  1. Description of equipment (what capabilities, needs to be provided):

 

    1. New or used vehicle;
    2. Based on tank chassis;
    3. Equipped with:
      1. telescopic arm excavator with a quick-change tool system for fixing other tools;
      2. hydraulic plow blade;
      3. winch;
      4. Other (preferable)

 - a welding and cutting system,

- earth augers,

- Concrete crusher,

- Mine roller,

- Recovery sledge.

    1. Combat weight no more 70 000kg.
    2. Armament – machine gun, smoke grenade launcher
    3. Includes an ABC protection and ventilation system as well as a fire alarm and suppression system.
    4. Engine (preferable) – multi-fuel diesel
    5. Top speed – at least 60-km/h at maximum engine speed going forwards and 24-km/h going in reverse with a cruising range of 650-kms.
    6. Crew – no more 4.

Armoured vehicle-launched bridge (AVLB)

  1. Application of equipment

Armoured vehicle-launched bridge (AVLB) is an armoured, fully tracked vehicle intended to overcome terrain cuts such as waters and gorges up to 20 meters wide in the battle depending on the terrain.

  1. Description of equipment (what capabilities, needs to be provided):

 

    1. New or used vehicle;
    2. Based on tank chassis;
    3. Equipped with:
      1. Bridge – span 22 meters, Military Load Class – MLC 80t.
      2. hydraulic plow blade (preferable);
    4. Combat weight no more 70 000kg.
    5. Armament –  smoke grenade launcher
    6. Includes an ABC protection and ventilation system as well as a fire alarm and suppression system.
    7. Engine (preferable) – multi-fuel diesel
    8. Top speed – at least 60-km/h at maximum engine speed going forwards and 24-km/h going in reverse with a cruising range of 650-kms.
    9. Crew – no more 2.

Armoured recovery vehicle (ARV)

  1. Application of equipment

The ARV is an armoured, fully tracked vehicle used to recover armored vehicles while providing armoured protection for the recovery crew and it also provides the lift required to replace turrets and power packs in the M109 vehicles. 

  1. Description of equipment (what capabilities, needs to be provided):

 

    1. New or used vehicle;
    2. Based on tank chassis;
    3. Equipped with:
      1. Pump Drive with Vane-type Pumps: Consists of a single acting pump and a double acting pump.
      2. Main Winch: It has to achieve a line pull of 35-ton in the lowest position and a line pull of 20-ton in the top position.  Cable diameter at least 33-mm, cable length 90 m.
      3. Transvers Mechanism, Boom: IT has to include a crane system, used for lifting and lowering loads of up to 20,000-kg (20-t).   It has to be powered by separate hydraulic motor.
      4. Cable Tensioner: In order to prevent cable damage during operation, has to operate in conjunction with the main winch.
      5. Dozer Blade: Prefered dimensions: at least 3,250-mm width and at least a height of about 591-mm.
    4. Combat weight no more 70 000kg.
    5. Armament – 2 x machine gun, smoke grenade launcher
    6. Includes an ABC protection and ventilation system as well as a fire alarm and suppression system.
    7. Engine (preferable) – multi-fuel diesel
    8. Top speed – at least 60-km/h at maximum engine speed going forwards and 24-km/h going in reverse with a cruising range of 650-kms.
    9. Crew – no more 4.
  1. Special features of equipment (including compatibility with existing equipment, restrictions):

 

National Armed Forces (NAF) is interested in purchasing the above-mentioned military equipment on a single platform of equipment from one supplier.

Mine/UXO clearing vehicle

  1. Application of equipment

Clears areas infested with land mines and unexploded ordnance (UXO) and counters the effects of mines and UXO.

  1.  Description of equipment (what capabilities, needs to be provided):
    1. New or used vehicle/equipment;
    2. Unmanned or man-led;
    3. Has anti-tank (AT) mine/UXO explosive protection;
    4. Can extract AT mines/UXO in depth down to 30-40 cm);
    5. Can destroy & withstand AT mine or UXO (10kg);
    6. Fuel (preferable) – diesel
    7. Vehicle has additional toolkits/ tool attachements (preferable)
  1.  Special features of equipment (including compatibility with existing equipment, restrictions):
    1. Preferable compatibility with above-mentioned armoured engineer vehicles;
    2.  Combat weight no more 60t (on tank chassis)
    3. Combat weight no more 18 t (unmanned)

 

Responses

Responses to this market research should be written in ENGLISH.

Responses to this market research should contain the following information:

a) Capability statement, which includes information in details on:

- Technical details (vehicle/equipment components, components dimension, weight, and etc., sensors technical data);

- Vehicle/equipment technical and operation documentation and training possibilities;

- Maintenance and test equipment;

- Maintenance requirements;

- Preferred an initial stock of spare parts for vehicles.

- Any use of obsolete or unique equipment or spares within the vehicle.

- The possibility to provide the necessary spare parts for the offered equipment for at least 10 years

from the moment of delivery (Availability of spare parts trough whole equipment life

b) Costing information:

- Offered price list of the vehicles/equipment;\

- Offered price list of the initial stock of spare parts for vehicles;

- Cost of training;

- Maintenance costs (if a maintenance contract is signed)

c) Complementary information:

- Maintenance and sustainment concept;

- Maintenance and service support in Latvian maintenance workshops, cooperation possibilities, local contractor;

- Additional information if necessary.
