REQUEST FOR INFORMATION

1.0 Description

1.1 The Ministry of Defence of the Republic of Latvia (MoD) is issuing this Request for Information (RFI) in order to seek information from industry to identify potential sources and products for providing Vehicle Launched Scatterable Antitank System or

Scatterable mine laying systems for National Armed Forces (NAF).

1.2 THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the MoD will arise as a result of contractor submission of responses to this RFI or the MoD's use of such information. MoD reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this RFI. Data submitted in response to this RFI will not be returned. Information is being requested as a part of the process to identify the possible all systems for the National Armed Forces.

2.0 Statement of Objectives

Vehicle Launched Scatterable Antitank System (or ground delivery mine system) intended to provide remote controlled delivering of antitank mines from the ground vehicle.

In general, system consists of three components; a mine module, a dispenser and the dispenser control. The mine module must be man-portable and contains the antitank mines as well as a propulsion devise inside a tube-like housing.

The dispenser must accommodate the mine modules in a series or grouping of racks. The dispenser control unit electrically controls the dispensing operation from carrying vehicle. The system use the host vehicle as an electrical power source.

Scatterable mines have a quick reaction emplacement time and the self-destruct feature.

Usually different options or configurations are available. Also the system components could be separate or installed on the vehicle.

Examples of scatterable mine laying systems: ground Volcano, Scorpions etc.

3.0 Responses

3.1 Responses to this RFI should be written in ENGLISH. Responses to this RFI should contain the following information:

a) Capability statement, which includes information in details on:

- Technical details (system components, components dimension, weight, and etc., sensors technical data);

- Tactical details (operation range, etc.);

- System technical and operation documentations and training;

- Maintenance and test equipment;

- Preferred an initial stock of mines and spare parts for one system.

b) Costing information:

- system cost including installation on host vehicle;

- cost of training in operating the system;

- price for one system in case if  proposed togather with combat vehicle).

Complementary information:

- Maintenance and sustainment concept;

- Maintenance and service support in Latvian maintenance workshops, cooperation possibilities, local contractor;

- Additional information if necessary.
