Ukraine Support Catalog
On military-related offers to be included in the 2026 Ukraine Support Catalogue
Latvia has committed to providing military support to Ukraine in 2025 and 2026 amounting to more than 0.25% of its gross domestic product (GDP). Latvia's military support to Ukraine in 2026 will mainly consist of new purchases from the Latvian defense industry. In order to promote the development of the industry and supplement Latvia's military support to Ukraine, the Ministry of Defence is compiling a catalog of military products and technologies manufactured in Latvia, which will be submitted to the Ukrainian Ministry of Defence. The catalog will serve as a basis from which Ukraine will be able to select what it needs, and Latvia, taking into account Ukraine's choice and available resources, will evaluate the possibility of purchasing the relevant products and technologies as part of its military support.
In order to create a catalog of military products and technologies manufactured in Latvia, the Ministry of Defence is organizing a survey of entrepreneurs. Companies are invited to fill out the survey form in Latvian or English. The form is available in the "Related Documents" section.
Important conditions:
- The survey focuses specifically on military products and technologies manufactured in Latvia;
- The products offered must be deliverable to Ukraine starting in 2026;
- Please fill out the survey form primarily in English to ensure the effective preparation and submission of the catalog;
- The completed form should be sent to maris.ozolins@mod.gov.lv with the subject line "Ukraine catalog";
- The deadline for submission is October 21, 2025.
The Ministry of Defence will compile the survey data by the end of October 2025 and develop a catalog of military products and technologies manufactured in Latvia. The catalog is scheduled to be submitted to Ukraine in November 2025. All information provided in the survey will be classified as restricted access information. Given the nature of this information, it will not be made public or distributed to other survey participants. The catalog will be maintained and managed by the Ministry of Defence.
