Grant Programme
The Ministry of Defence has been running an annual grant competition for the development of military and dual-use technologies since 2019. The aim of the competition is to support the development of new products and technologies, as well as to promote innovation in priority areas by small and medium-sized enterprises in the Latvian defence and security industry. The grant competition is governed by Regulation No 664 of 22 October 2024 ‘Procedure for the Ministry of Defence to implement project competitions to support the development of military or dual-use products’.
Grant competition 2025
The Ministry of Defence in May 2025 announced the call for applications for the grant project competition in support of the development of military or dual-use products for 2025. This program aimed to enhance the critical combat capabilities in the fields of combat support and logistics within the defense and security industry. The deadline for project applications was June 25th.
To apply for the Ministry of Defence grant program competition, project proposals must be submitted according to the requirements outlined in the competition rules. Interested parties should send the project proposal, prepared in electronic document format, to the following email addresses: atic@mil.lv and valters.lacis@mil.lv, with the subject line “Grant Project Competition.”
The total available funding for the 2025 grant competition is €2.4 million.
The goal of the competition is to support the development of new products and technologies, as well as to promote innovation in small and medium-sized enterprises in Latvia's defense and security industry. The priority areas are:
- Long-term, Latvia-specific underground military bunkers;
- Durable modular military mobile trench systems for rapid defense;
- Multifunctional military covers for equipment protection at border sites;
- Wells adapted for the installation of anti-tank mines.
For additional information about the competition, interested parties are invited to submit inquiries no later than ten business days before the project submission deadline.
